The Mandatory Building Inspection Scheme (MBIS) and Mandatory Window Inspection Scheme (MWIS), enforced by the Buildings Department since 2012, are statutory measures to improve building safety in Hong Kong. MBIS applies mainly to private buildings aged 30 years or above, requiring owners to appoint a Registered Inspector for prescribed inspections and necessary repairs. MWIS applies to private buildings aged 10 years or above, requiring owners to appoint a Qualified Person to inspect windows and supervise required repairs. Both schemes aim to prevent building deterioration and protect public safety. Owners must complete the required works within the specified period to avoid possible legal consequences.
